  • Possess dual citizenship with no developed countries and be a citizen of an ADB borrowing member country or a country eligible for the Japanese ODA scholarship; have been admitted to a master’s program at a designated institution.
  • Possess a bachelor’s degree or its equivalent and an exceptional academic record; at the time of application, have at least two (2) years of full-time professional job experience that was gained after receiving a university degree. To be eligible to pursue studies, the individual must be proficient in both written and spoken English communication abilities;
  • not be older than 35 at the time of application unless the government of Japan expressly waives this requirement in extraordinary circumstances;
  • be in excellent health; consent to spend a minimum of two years working in his or her native country following program completion in order to support the growth of that nation;
  • Not be an Executive Director, Alternate Director, ADB management, staff, or consultant; “Close relative” means any of the following: spouse, mother, stepmother, father, stepfather, sister, stepsister, brother, stepbrother, son, daughter, aunt, uncle, niece, or nephew;
  • refrain from working for ADB-JSP Designated Institutions, from residing or working abroad, and from being enrolled in graduate programs already.

Application Procedure
